Yes. It is on Urca Hill, at the first cable-car stop, not at street level.
Do I need a cable-car ticket to eat there?
By cable car, yes: the park ticket is bought separately. By the Urca Hill trail, when open, you can get there without a cable-car ticket.
Is it better to eat on Urca Hill or at the top of Sugarloaf Mountain?
For a full meal with a view of Sugarloaf Mountain, Urca Hill is the place: Embaixada Carioca serves breakfast, lunch and drinks there. Many visitors go up to the top and come back to Urca Hill to eat.
